Megan C. Farrell – Title IX Consult

Megan C. Farrell is an advisor and consultant to educational institution clients with a focus on Title IX compliance. Megan’s background includes working as Title IX Coordinator at Palo Alto Unified School District (PAUSD) and Notre Dame of Maryland University.
Megan currently serves as the Equity and Title IX Coordinator for Los Gatos-Saratoga Union High School District and has consulting contracts with other K-12 districts such as Berkeley Unified and Carmel Unified. She has also served as in-house counsel, faculty member, and graduate program director.
Aside from these in-house positions, Megan also has provided risk and litigation management counseling to institutions, developed internal policies and procedures for education clients, and designed customized training programs for schools across the country.

As the Implementation Manager at ArbiterSports, Amy Lamb is a dedicated leader with three years of experience with the company. She is highly skilled in all aspects of ArbiterSports, specializing in streamlining digital registration programs, custom account setup, and data management. With a strong focus on training and onboarding, Amy is committed to delivering an excellent user experience.
Amy majored in Business Administration and Management at Southwestern Christian University, where she received Presidential Honors. Growing up as a military brat, she lived all over the world, which has given her a unique perspective and a deep appreciation for diverse cultures. Although born and raised primarily in Europe, Amy has now rooted herself in Texas, where she lives with her fiancé of 16 years, five children, and 6.5 grandchildren.

Originally from Bonney Lake, Washington, Shay currently resides in Kenai, Alaska. Brad Keenan is Senior Vice President, Property & Casualty Practice Leader and is a licensed Property & Casualty Agent in the State of California. Brad has been dedicated to serving California public agencies since he joined Keenan in 2013. His broad insurance knowledge has been refined by personally working with more than 40 Southern California public agencies. When he joined Keenan he became the company's internal cyber liability expert; developing the cyber liability program for almost half the school districts in California. He has been a panelist and speaker at multiple public agency conferences. He approaches each client with a customer service mindset and is always asking what more we can do for our clients.

Brad is a 3rd generation Keenan at the company and is the grandson of the Founder, John Keenan, and received his Bachelor's degree in Political Science from the University of Southern California.

Daniel Oshiro has more than 15 years of expertise in Property & Casualty (P&C) operations for large public entity pools, specializing in underwriting, finance, marketing, and data analytics. As Vice President of P&C Underwriting and Administration, he oversees P&C operations (underwriting, finance, marketing, and data service). After graduating from UCLA, Daniel began his career at Keenan in 2008, starting in corporate accounting and steadily advancing to his current leadership role. He is currently licensed by the state of California for Fire & Casualty.

Christine Gerbasi

Christine Gerbasi is Senior Vice President with overall responsibility for our Property & Casualty Integrated Service Team and Loss Control departments. Combined, these teams support our property and casualty customers statewide focusing on loss prevention, risk mitigation, claim severity reduction and customer consultation. Christine was a founding contributor to the development of our client portal, P&C Bridge and to the development of our award-winning online training platform Keenan SafeSchools, Keenan SafeColleges and Keenan SafePersonnel. Client satisfaction and top priority of Christine’s. Christine is honored to lead this dynamic team who works in partnership to develop client specific strategic plans and collaborates to deliver a variety of risk management services. Christine takes great pride in working closely with almost every department within Keenan contributing to our strong company culture, employee engagement and client satisfaction.
Christine has been in the insurance industry since 1986 working with both insured and self-insured employers. She has been with Keenan since 1999 working closely with our school, municipality, and healthcare customers. Christine is a graduate of California State University, Dominguez Hills with a bachelor’s degree in business administration. She is certified by the Department of Industrial Relations Self-Insurance Plans and as a Workers’ Compensation Claims Professional (WCCP). Christine is a licensed Fire & Casualty Agent/Broker and has completed all course work toward the associate in risk management (ARM) designation.

Jessica Blushi

Jessica Blushi, Vice President of Property & Casualty, has been helping California public agencies manage their risks for over 20 years. Jessica specializes in the areas of insurance, reinsurance, self-insurance and risk management.
Prior to joining Keenan in 2016, Jessica’s industry experience included serving as an account executive with Alliant Insurance Services specializing in large municipal accounts. Jessica’s experience in the self-insurance and risk management areas was further developed when she served as the Underwriting Manager for CSAC Excess Insurance Authority where she was very involved in CSAC EIA's administration of the JPA’s Property and Casualty Programs. Jessica supervised the underwriting staff, provided oversight of prospective member underwriting and cost allocation models, and also provided risk management consulting and other member services. Jessica has also served as a pool administration and risk management consultant with Bickmore Risk Services. Jessica studied Business Administration at California State University, Fullerton and maintains a Fire and Casualty Insurance Broker’s license and an Associate Insurance Services (AIS) certification.​
